Study of the Belt and Road Initiative - Regional Cooperation Specialist (Cambodia)

What I Did

Produced a research paper and recommendations to inform future policy dialogue on alignment of the BRI with Cambodia’s national development strategies and optimize its use as an investment tool to accelerate regional economic growth. The performing activities include assessment of selected BRI-linked projects in Cambodia and help advise on how China can best engage with the country to optimize the BRI’s impact as an RCI initiative.

What I Did

I selected case study subjects, conducted expert interviews, drafted case studies report which would serve as a part of Cambodia Trade Integration Strategy 2014-2018.

I conducted data analysis to evaluate the effectiveness and impact of ECCD projects in Siem Reap, Tboung Khmum and Ratanak Kiri, using pre-established baseline monitoring tools to provide comparison rates across the outlined OECD/DAC evaluation criteria.

Study on Tax Exemption for Agriculgural Machinery Spare Parts

What I Did

I led and managed a project team to conduct a study for agricultural machinery spare parts for Cambodia Agricultural Value Chain Program Phase II (CAVAC), by working closely with Department of Agricultural Engineering and a number of agricultural machinery importing companies, to develop a report for the Ministry of Agriculture, Forestry and Fisheries; requesting the government's consideration on tax exemption on agricultural machinery spare parts which CAVAC believe will benefit the end users (smallholder farmers).

Conducted secondary research, led interviews with key stakeholders, for this ADB Technical Assistance in the area of diversifying Cambodia’s agri-processing, with particular emphasis on Fish, Rice and Cassava.

Improving TVET Quality to Meet the Needs of Industries

What I Did

I designed and facilitated a survey of non-Japanese businesses (45 in all) in manufacturing and processing sectors including assemblers and parts suppliers, engineering, construction, textile & garment, among others; conducted 4 in-depth interviews with business owners, and developed a final report in English and Khmer of the survey findings and recommendations.

What I Did

Project Manager of “Improving Small Package e-Trade for SMEs (SeT4SME)” Project

What I Did

Manage this trade-related support project, in support of opening the cross-border e-commerce possibilities for Cambodian businesses, particularly small and medium enterprises (SMEs). The project supports the Customs authority and Cambodia Post in linking their respective electronic systems for establishing the Electronic Advance Data (EAD), a system that sends customs and security information electronically before the arrival of a package to the destination country, to end the burdensome paper processes and thus facilitates more rapid customs clearance of small packages sent through the Post. I lead the technical components of the project, shaping and advancing the workplan of the project activities, leading the cooperation work and dialogues with project partners and other stakeholders.

What I Did

I reviewed and analysed data collected by the local project team to map the customs processes and analyzed the time intervals at each Laos custom checkpoint in order to assess efficiencies and delays in the process.

Labour market and needs assessments and landscape review on implementing MRAs in Cambodia

What I Did

I led team to conduct primary and secondary research on skilled-labour market and education, led consultation with stakeholders including government bodies, industry associations and private sector, and conducted regulatory assessment of the implementation of the MRA for tourism and nursing professionals in Cambodia.

A Study on Constraints to Services Export in Cambodia

What I Did

I worked with an international consultant to conduct desk research and over 20 in-depth interviews with businesses and business organizations in an assessment of Cambodia’s services exports and in particular constraints faced by the country’s service exporters.

Trade Facilitation Advisor

What I Did

Hold technical advisory service responsibility in shaping and advancing workplans across the trade facilitation components of the project to support Cambodia’s customs administration (or the General Department of Customs and Excise - GDCE) under the Ministry of Economy and Finance (MEF) and to other relevant line ministries and stakeholders in progressing the implementation of a variety of trade facilitation measures including the Cambodia National Single Window (CNSW), the Best Trader program / Authorized Economic Operator, pre-arrival processing of imported goods, and customs risk management.

Cambodia’s Single Window Preparation Technical Assistance Project

What I Did

I conducted extensive primary and secondary research on trade policies and customs clearance procedures across many Cambodian government ministries and departments and border agencies, led government stakeholder engagement to conduct business process mapping of their trade-related processes, took a significant role in business process streamlining, led workshop arrangement and participate in workshops as part of the presentation team, assisted the international expert as 'domain expert translator' from time to time in stakeholder meetings and in researching documentation, and developed documentation on Service Level Agreement (SLA).

Documentation on Import and Export Procedures of Cambodia for National Trade Repository

What I Did

I worked directly with 12 government ministries and their departments to review their trade-related regulatory documents and processes and produced 46 trade process mapping documentation which would later serve as core contents for the Cambodian National Trade Repository database. The website: http://www.cambodiantr.gov.kh/, hosted by the Ministry of Economy and Finance on behalf of all line Ministries and Institutions, now provides public access to all necessary trade information, including customs permits and duties and trade regulatory procedures and documentation requirements among others.

Consultancy for developing a management system for implementing the Guidelines on Forms and Procedures for Identification of Victims of Human Trafficking for Appropriate Service Provision

What I Did

I led and managed the project, conducted situational analysis to identify challenges and solutions to ensure data sharing and data integrity, reviewed as-is and streamlined the business processes, conducted requirements analysis, and proposed a system design for the future MIS build to be owned and operated by the Ministry of Social Affairs, Veterans and Youth Rehabilitation, with roles and responsibilities for victim identification and service provision, as per endorsed policies.

What I Did

This project aims to enhance the existing system by fine-tuning existing and adding new features, specifically the water sector licensing scheme management.  I designed and developed an assessment tool, conduct needs assessment, reviewed an analyzed business process of water operator licensing scheme management and reporting workflows, conducted requirements analysis, and produced design and user requirement specification for the enhanced system.

Capacity building and establishment of monitoring system for water operators in Cambodia

What I Did

I assessed institutional capacity of the Ministry of Industry and Handicraft (MIH) and its provincial departments and the existing reporting data flow, defined and developed a monitoring framework for the monitoring system, conducted business process and user requirement analysis, developed design of the system functional specification, developed training materials, led system rollout activities and served as lead trainer to users including staffs of MIH and Provincial Department of Industry and Handicraft, Cambodian Water Association (CWA), and both public and private operators across the country. I also led the 2nd phase project to enhance the system, incorporating the water supplier licensing scheme management.
